Cuts the 0.2.0 release: changelog section dated, version bumped in Cargo.toml/README/installation docs/citation, lockfile refreshed. cargo publish --dry-run verifies clean.

Merging this triggers the Publish workflow, which will ship fugue-ppl 0.2.0 to crates.io (version gate passes since only 0.1.0 exists). Merge and let Publish finish before fugue-evo's publish-setup PR — evo's first release resolves fugue-ppl 0.2 from the registry.

Cut the audit-remediation changelog ([Unreleased] -> 0.2.0) and bump all
version references. 0.2.0 rather than 0.1.1 because the remediation is
API-breaking (Arc<str> Address, removed memory subsystem, reworked
diagnostics). Merging this publishes to crates.io via the Publish
workflow's version gate; fugue-evo's first publish depends on 0.2.0
being on the registry.
